A tough question

I don't know why, but since we bought our house (over 4 years ago) this is a question that frequently runs through my mind as I cut the lawn. I don't know why. It just does.  I don't know what I'd do if it really happened but I'm extremely interested in your opinion.

Scenario:  You're in your backyard doing something (anything really, probably hanging your laundry on the line with the assistance of some colorful songbirds) when you notice your 13-year-old next door neighbor in his backyard and he's smoking a joint. He sees that you saw him and freaks out and run inside the house. The next day you bump into his mom down by the mailbox and as usual she wants to chit chat. What do you do?

Do you:

a.) Tell his parents that you saw him.  Because, come on, he's 13, and if it was your kid you would want to know.  
b.) Not say anything because you're afraid he's going to retaliate by bashing the windows out on your boss minivan and justifiably he probably has some optical disease and was just benefitting from the recently passed proposal 1.
c.) other.

    Matt -- How did you know that Fussy Pants was the name of my grandmother? Isn't it such a beautiful name?

    As for the "tough question," I think you should tell the parent. Then it would be up to them what they want to do about it. I would think most any parent would want to know, unless they are crazy wackos.

    The song birds helping with the laundry, also saw the 13 year old, but they can't speak. I would say something, because as I parent myself, I would want to know even, if it was a hard thing to hear.

    If I was in this situation...I would be so twisted up I wouldn't know which way is up...but I'm not..so whatIS your relationship with this kid?
    Think about having a talk with the kid? You know I saw you...you need to tell your folks...If I see anymore of this I'll tell...I have friends who know you....I used to do drugs, but I found Jesus....
